@Scott: Indian Universities are trying to be bad imitations of American ones. Indian ruling classes are lackies of the imperialist ruling classes and are trying their best to sabotage the University system and hand over the "institutionalized" knowledge teraain to the global capital. These institutions everywhere do not seek to impart knowledge but to equip students with information and skills to maintain and push forth the status quo. For knowledge one has to make separate effort. Knowledge is power and no ruling classes seek to empower its masses.
