सहमत. लेकिन किसी भी सशत्र बल का फर्जी  मुठभेड़ जघन्य अपराध है. रक्षक भक्षक बन जाए तो क्या होगा?कौटिल्य के अर्थशास्त्र में राज्यकर्मी के उसी अपराध के लिए आम आदमी की तुलना में बृहत्तर दंड का प्रावधान है. इस ग्रंथ में किसी राज्य-कर्मी द्वारा राज्य को किसी प्रकार की क्षति पहुंचाने की न्यूनतम सजा मौत निर्धारित की गई है, जिसके भय से  वे भ्रष्टाचार से बचते थे.

One of our seniors, a literary person, KP Singh, an up-righteous DSP was killed by corrupt  Policemen along with villagers in Gonda district. When I mentioned it once, a senior Police Officer, member of this group had refuted that. The judgement came after around 20 years by then many culprits had died and some surviving ones got life term. The solution is that such cases must be tried on urgent basis and punishments must be publicized to restore the faith of the public in our armed forces and deter others to indulge into such inhuman and illegal acts. As is well known that governments instead of punishing them protect them in the name of keeping the morals high. The IPS, Ankit Agrawal who committed the barbaric act of inserting stones in the vagina of the tribal school teacher Sonio Sori, instead of being punished was given gallantry award on 26 January. This kind of governmental acts instead of deterring the armed forces from indulging into such heinous acts encourages them. I never said that this is general trend, but why even exceptions? I have many friends and students in army and air force with exemplary characters. I am proud of my students, who have joined IAS/IPS and working conscientiously despite governmental/political pressures. I just tell them nothing would happen to you just keep yourself ready for being transferred. If you are strong, nothing can force you to be corrupt and there is fear of authority but terror of honesty. regards. I do read your posts and respect for that even with disagreements, as you speak of your mind without duality. My father-in-law was a Police man had joined as a constable and retired as Inspector in West Bengal Police and after retirement came back home and became a Kisan, no one could say that he had lived most of his life in cities but that is exception in the same way as army men getting into corrupt practices are exceptional. regards.
